Our VITA site is COMBINATION SITE using the following methods to prepare tax returns:

  • Drop Off Site: Our site uses a drop off process which includes the site maintaining personally identifiable information (Social Security numbers, Form W-2, etc.) to prepare the tax return at the same site but at a later time. In this process, the taxpayer comes back to the same site for the quality review and/or signing the completed tax return. The site must explain the method it uses to contact the taxpayer if additional information is needed. If the taxpayer leaves their tax documents at the site and then leaves the site’s property for any reason, the taxpayer must complete Form 14446.

  • Intake Site: This method includes the taxpayer leaving their personally identifiable information (Social Security numbers, Form W-2 and other documents) at the site in order to prepare and/or quality review the tax return at another location. In this process, the taxpayer’s tax return information may be sent to another location for one or more of the following reasons; interviewing the taxpayer, preparing the tax return, or performing a quality review. The taxpayer may come back to the intake site for the quality review or to review and sign the completed tax return.
  • Return Preparation and/or Quality Review Only Site: This site may receive returns from one or more intake sites to prepare and/or quality review returns. This site generally does not take walk-ins or appointments in their location.
  • Combination Site: This site prepares returns for other permanent or temporary intake sites and assists walk-ins and appointments in their location.

  • 100% Virtual VITA/TCE Process: There is no in-person interaction with the taxpayer and any of the VITA/TCE volunteers in this process, during the intake, interview, return preparation, quality review, and signing the tax return. The site must explain virtual processes and consent. This includes the virtual procedures to send required documents (Social Security numbers, Form W-2 and other documents) through a secured file sharing system to a designated volunteer for review.

Step 1: Taxpayer Intake & Document Submission

  1. Taxpayer visits the VITA Free File Portal to begin the process.
  2. Reviews eligibility criteria to confirm they qualify for virtual tax assistance.
  3. Completes the online IRS Form 13614-C (Intake/Interview & Quality Review Sheet).
  4. Uploads required documents securely, including:
    • Photo ID (e.g., driver’s license, passport).
    • Social Security cards or ITIN documentation for all household members.
    • All relevant tax forms (W-2, 1099, 1098, etc.).
    • Previous year’s tax return (if available).
    • Bank account information for direct deposit (if applicable).

Step 2: Document Verification & Initial Review

  1. VITA site coordinator or intake specialist reviews submitted documents for completeness.
  2. Contacts taxpayer (via email, phone, or video call) if additional information is needed.
  3. Confirms identity via video verification or secure ID authentication to comply with IRS regulations.

Step 3: Tax Return Preparation

  1. A certified VITA volunteer prepares the tax return based on submitted documents.
  2. If needed, the preparer schedules a virtual interview (via phone or video call) to clarify details.
  3. The return undergoes a quality review by a second certified volunteer to ensure accuracy.

Step 4: Taxpayer Review & Consent

  1. Taxpayer receives a secure link to review the prepared tax return.
  2. The preparer explains key details via email, phone, or video meeting if requested.
  3. Taxpayer electronically signs IRS Form 8879 (e-file authorization) to approve filing.

Step 5: Tax Return Submission & Confirmation

  1. VITA site electronically files the return with the IRS and state tax agencies.
  2. Taxpayer receives confirmation that their return was successfully filed.
  3. If the return is rejected, the preparer contacts the taxpayer to correct and resubmit.

Step 6: Follow-Up & Support

  1. Taxpayer receives a copy of the filed tax return for their records.
  2. VITA site provides guidance on how to check refund status using “Where’s My Refund?” on the IRS website.
  3. If the taxpayer receives an IRS notice, they can request post-filing assistance.
